Sir,

I have the honour to confirm my secret telegram No. 236 of 23rd August, 1939, and to forward for your information copies of the translation of the written confession which was handed to one of the Chinese Members of the Legislative

Council together

with the translation of a letter left at the office of one of the local Chinese papers.

Similar letters were

addressed to Messrs. Reuters, Hong Kong, and to other newspapers and agencies, but the enclosure to this communication was not sent to me or to any Government Department.

The alleged confession, although paragraphs regarding it appeared somewhat inconspicuously in the

local press, does not appear to have aroused, either here or in England, the interest for which the writers seem to have hoped. The whereabouts of the latter is

not yet known and I am at present far from convinced that the confession is genuine in spite of the wealth of detail which it contains.
